Yes! It´s originally a U-Cup 27x38x6 i think... not really sure. These U-Cups are a special manufacturing. You also can use shaft seal rings. But they go broken very fast... I´ve got new U-Cups if you want to have.
What does this do?
This sheet ring stabilizes the U-Cup. The U-Cups produced in the 1950ies wasn´t high quality. The U-Cups today are high quality! So you don´t need the sheet ring of conclusion.

How to get this ring out?
It´s a sheet ring like this ring described 2 questions before. The edge of the seal-ring-holder is transshipped. Just grind these points.

If you need help to restore your telescopic fork just ask me. I have got a lot of new parts for this fork (U-Cups, Damper Rods etc.) I also have got a new restored fork.

Hey Peter!

62ccm are correct! The oil goes only in the central tube. The outer tube... Well I try to describe. In the top pipe are 3 sleeves/sockets. One is metal an the other two are made of Pertinax (hard tissue). The metal one is in the middle. The inside diameter of the metal one is bigger than the inside diameter of the other two sleeves. This bigger diameter creates space for grease to fat the rub surface of the central tube.
The central tube includes the damper system and realizes the function of a telescopic fork: fast compress, slow rebound. ;-)
